I have talked to everyone in the camp and chosen all topics, I have already done the other camp quests and still he won't give me the quest. ???? Any clues?

like you enough to tell you what you need to know? Butter him up a bit, maybe.
Incidentally, unlike the page suggests, the Ashlander quests can be done in any order.

Welllllll, yes and no. There's a bug w/ the Zainabs such that it's highly reccomended you do them last. I'm not sure if this was ever fixed in a patch, but if anyone's on an X-Box then it's pretty much mandatory.
