aren't there already many community and offical patchs released that fix many of SShock2 bugs?

Patch 2.3, ADAOB, SHTUP, rebirth; those fix bugs and improve the look of the game. That's pretty much it from what was on top of my head.

I can't see them getting permission from the authors of those mods to include them in a paid-for re-release of SS2.
The Dark modding community works for free, and I know that I, for one, would not appreciate someone stealing the work I have made freely availably to the community, and using it in a commercial endeavour.
Not that I had anything to do with any of these mods; their authors' opinions may vary.
I never did work out why I'm mentioned in the credits for SHTUP...

It's a cool idea in theory, but in practicality it's just not going to happen. As previously mentioned there are just too many fixes that are required on a very system-specific basis...and even in the event that somehow the game was made 100% compatible with modern systems, as JediKorenchkin said people most likely wouldn't appreciate it.
Case in point, I've been telling a friend of mine for years that System Shock 2 is bar-none my favorite game. I finally got around to installing it on his system, booted it up, ran into a few errors, knew exactly which fixes to make for some, for others I referenced the FAQ. After only about 10 minutes (which probably seemed like an eternity to just get the game running for him) I had it fully functioning and running perfectly on his comp.
Has he played it yet? Nope. For all I know he uninstalled it the next day.
..and THAT's the problem. I did all of the legwork into getting SS2 running on his comp (effectively I was Steam giving it to him on a silver platter) and he still wouldn't play it. No, I don't know why I still consider him a friend. His consolation was "hey, I'll play BioShock when it comes out".
(most)People need to have the game catch them with the eye-candy before they even give it a chance. Even if it's given for free.

But then it sounds like you've been talking that friend into trying SS2 despite him not being interested. Anyone who would download the game from Steam would at least have some initial interest to play it.
Not that I was a big fan of SS2 on Steam.
