One of the two guys who made this movie was guest in a daily talkshow on Dutch tv today.
In the YouTube comments people talk about a Dutch city called Groningen. I guess that prevented me from looking better at the video. I just watched the special effects, and not the streets and buildings. It turns out the video was shot in my hometown of Nijmegen. I've walked (and driven) those streets many times. Pretty funny.

I know the big film crews can do it, with permission from the city and their own props, but two random people?

I suspect that they just shot the film in the early morning, right after the sun came up. The area of Nijmegen where the 2nd part of the film was shot is a quiet area, with mostly houses for the middle-class. Before 6 o'clock, I don't think there will be that many cars or pedestrians. Something about the light also seems to indicate this is shot early in the morning. Also, I saw open parking spots at places where I can guarantee you there will be none during the day. Must be early morning.
