That's a shame. Stories of kids making life-saving 911 calls are on the news all the time, so I don't understand why the operator assumed it was a prank call. I guess it's one of those "you had to be there" moments. :?

Not a suspension, but administrative leave would probably be both appropriate and proper.
There had better be a really good reason the operator didn't believe the call. Like, that caller had played "cry wolf" before or something. Otherwise...

It must be a tough call, I wonder how many times a day little kids phone up the emergency services, but the fact that the kid wasn't scared off straight away by threats of police knocking on his door should have been an indicator that something was going on.

It sort of depends on what the kid told him, if all he/she hears is incoherant gurglings, without a name, address or anything, he can't really be judged too harshly for not thinking it was a proper call or being able to do anything about it, can he?

I'm pitching in with the 'it depends what the call consisted of' crew. If the person on the phone could discern no useful or coherant information, I'm not really sure what he was supposed to do. Presumably the staff are trained with FOLLOW UP SKILLS (like finding where the number is and sending an ambulence 'round if the call goes 'hi, I'm having chest pai ...'), but I expect they also get serious shit from higher up if they go around sending the emergency services to every gonk making moomin noises down the phone.
