I found it simultaneously hilarious and terrifying that that's the President of the United States and the United Kingdom's Prime Minister chatting.
How are you surprised? I'm not so sure about Blair, but from what I learned during my time I spent in the US, I think that most people are aware that he talks like that. Moreover, many like him for that. Although I did lived in a state that was vehemently "red", so that's not saying much.
EDIT: One more thing, that's definitely not the first time that an example of the "laid back" version of Bush has been filmed and recorded. I distinctly remember another...

If you play their recorded conversation backwards, you can distinctly hear: "We are lighting the fuse, World War three, baby!" followed by a hissing sound.

Word.
I don't really like it when people bring stuff like this up. I feel it somehow trivializes the real shit this man does when people bring up unimportant "bloopers" like this. Pretty soon everyone remembers him as the guy who tried to walk through a locked door or the guy who said a four letter word instead of the guy who LIT THE WW3 FUSE!
Meh, y'know? I'm not really blaming anyone here(since it IS an interesting read and well worth bringing up, once) but our local newsagencies have been running this story as if it was... news.

Yeah - other than the funny ha-ha factor, it's interesting to see how simplistically Bush views things. Does he honestly believe that if Syria told Hezbollah to lay down their arms and never shoot anyone again, Hezbollah would just go "oh, okay" and then Israel would go "ok, we love you now Hezbollah".
Also, it wasn't ironic.

Yeah, he should know that Hezbollah is Iran's baby.
