The PC version is. The XBox version is much more recent.
As for Tinker and stealthy characters, the bow is a great weapon. It actually does more damage the farther you are from the target. And if the target can't see you when the arrow hits they usually wont go hostile. I've killed Ylsides without them even casting speed on themselves.
