Or a parent could abuse the power they have over their child. Or a person could be deceived or coerced by their peers, their community, or authority figures. Or someone could indeed kidnap them - making something illegal doesn't always stop it from happening. You seem to be using a classical liberal perspective, which only considers the most obvious aspects of power (such as "who has the most guns?" and "what does the law say?").
