Well, you can still backtrack from there, but better stay away from the NPP. ;)
On my current runthrough I've decided to not finish the last stage of the game, but to stay away from the NPP and collect artifacts & other items, money, kill counts, etc.

I kept having a similar problem as the original thread starter. It got really bad around Garbage. I finally noticed that some guy had died in the fire, and his body kept thrashing around in the fire pit. I tried throwing grenades and shit to get him out, no dice. I tried pulling him out myself, no dice. I had to use an earlier save, but it was better than contending with the slow-downs.
deth-my system is similar in performance to yours. Shouldn't have any slow-downs unless you have some sort of bug like this happen to you.
