Yes it is, I meant that I encountered the dude long before I would be able to get the quest to kill him.

That's one of the problems with games that loop in and out and work in a non-linear fashion. You end up doing something that you're not supposed to yet, and it gets hard to unravel why you experience difficulties.
Anyone (me for example), who is playing this for the first time, should probably just go on to a different mission if the current one seems a dead end and assume that you can return to it later. I'm leaving X-18 for now and going over to "Wild Territory".
Also, there are missions way back in Garbage I haven't completed yet, mainly because I didn't have adequate weaponry at the time. I guess my point is, you don't have to do things in order (but you may "fail" a mission). At least, that's the way it seems at the moment.

Yes, you don't have to do things in exact order, and you didn't fail the mission. There is one primary quest line (X18 is part of it), one secondary quest line (optional, but you have to finish it if you want to get a 'true' ending) and lots of optional random quest, some of them (not too many) are really useful in terms of reward, others aren't. X18 is necessary as it's a part of the main quest, so you'll have to finish it sooner or later.
