Stupid question pehaps, but I haven't played Morrowind for more than a week.. :P Here goes: How do you enchant items so that the effect is ever present? aardvark says he has this armor which regenerates health. Does it do that all the time, or do you have to "use" it?

Yeah, enchanting stuff with constant regen IS the most powerful, along with sancturary(resistance/chance to avoid melee) and reflect(resistance/chance to avoid magic)
But you could also type in
player-> sethealth 99999
=)
