I disagree. Being a parent is the most important job one can take on. If one can't live up to that responsibility one should give up the right. I've, sadly, seen too many tragic examples to think otherwise.

There's a lotta tutorials for that particular test though.
Admittedly some of them are pretty misleading ... but it's pretty easy to spot the bum deals ...

Although there isn't a test to decide whether you are fit to have and raise a child there are tests to decide whether the state thinks you are continuing to be fit to raise a child. I know of cases where children are taken from a mother at birth because she is not fit (and I don't mean like she has an illness or a disability, just that she has demonstrated that she is a totally useless and dangerous mother) to take care of it.
The thing is you cannot stop her getting pregnant again, and in one case I know of it was the 5th child that would be given up for adoption.
Of course you have to do something awful to get in the spotlight in the first place but that is kind of how it should be, no?
