Maybe some of the more noteworthy NPCs like Kaplan or that armory thief? Or that UNATCO trooper complaining about Paul's gas grenades. Jock should be in this too. Well don't forget about Smuggler, Tracer Tong, Gordan Quick and some of the other significant Hong Kong NPCs like the leaders of the triads (forgot thier names sorry)
And don't forget the corrupt Versalife manager!

I'd advise only named NPCs with more than one appearance or unnamed/one-shot NPCs that were really really memorable and had a strong personality. Kaplan, say, doesn't really have enough to him - just a gung-ho attitude and a loose respect for the law, pretty common in DX.

I'd suggest you go with Fred's advice. Else you will get stuck with hundreds of characters of which people not even recall the name, only the one funny line. :p
Another suggestion, maybe... split the NPCs up in groups, like "UNATCO people", "NSF/Terrorist people", "AIs", "MJ12 people", etc, and take from each group a fixed number of characters. Then you can put the subject into first the group, then select the matching person inside of the group for them.
I don't know if that would work though in this case.
And don't forget to tell us the URL of your test once you are done. :)
