When I was in high school there was a Catholic family that had I think 17 kids, including one in my year. I had no idea how they were able to feed all of them, let alone clothe them.

Ah, the wonderful subject of state-funded child support! Wanna have a litter but can't really afford it? No problem, let the other taxpayers carry your brood. At least partially, right? Here's an idea - how about if the state only gave financial support for two children per family? So if you wanna have more, you can, but you'd have to either afford it yourself, or feed the ones you don't like to the ones you do.
P.S. Here's a different approach to the mythical serial mum, this time from the UK. Excuse the source, I learned of it from a free newspaper delivered to my house, and then I just looked it up on Google.
