No, it isn't a Wing Commander reference, the quote is (quite famously!) attributed to Thomas Jefferson.

If the president in Fallout 3 is voiced by Malcolm McDowell, then it does seem like a coincidence that the same voice actor would say the same line in two different games, even if it's a famous quote.

I didn't realise the President was played by McDowell, in which case it could very well be a reference to Wing Commander, which was probably referencing Jefferson.
I'm all confused now :(

If it wasn't Malcom Mcdowell, I'd say its just the Jefferson reference, but in this case, it's probably both.
I'm surprised the Enclave doesn't have elite troopers called Black Lance. :p
