I don't think it encourages dlc: you can pre-order games and still not buying any dlc. I'm following this rule.
Pre-ordering has one advantage: you can start playing game a bit sooner(while taking some serious risk, of course).
I'm going to pre-order Thief since I'd buy it anyway. I was waiting for new Thief title waaaay too long and must experience it by myself, whether it's good or bad.
You can attack me if you want but I'm quite optimistic about it, even if I know it wouldn't be the same game and the same Garrett - not these days, not when so much money plays a role (and games are being made for a widest public possible).

Preorder bonuses, man. And if you pre-order something you've bust the only real quality feedback system that works - buying things that are good and not buying things that are bad. If you buy something before you know whether it's good or bad then you're just making things worse! Think about it!

To be fair, I can understand the negative stance towards pre-ordering games. I'm not a big fan of it either, and I don't really like the exclusive pre-order bonuses and stuff. There's not much reliable information before the game is released, so you're practically throwing your money and hoping that the final product will be worth whatever you spent on it. Nothing wrong with being against that.
However, I do think that people who pirate games and claim that they just want to "try it before buying it" are hypocrites and liars. Sure, they might buy the game for a fiver at the Steam sales next Christmas to ease their guilty conscience, but that's not exactly the same. I wonder if those people ever go to the movies.

For what it's worth, I only pre-order games that I'm reasonably sure will be a guaranteed hit. Most of the time that's worked out for me. Sometimes it doesn't -- Bioshock Infinite comes to mind, and I'm very glad I got that as a gift instead of something I paid for with my own money. I got XCOM out of the deal, though, so there's that.
I also pre-order the odd Japanese RPG that I'm reasonably certain will go out of print five minutes after release. As I don't play jRPGs often, this doesn't happen too much.
