Changing one freaking line of code unlocked the contents. Simply infuriating and insulting. Look at Reaper of Souls, the D3 expansion. Diamonds and the mystic were cut from the main game and saved for the expansion. What about horse armor for Oblivion, downloadable LIVES for Sonic Lost World, the Sims, Train Simulator, the list goes on. Don't even get me started on Capcom and their on-disc shenanigans. The point I'm trying to make is that good DLC is far and few between and DLC operates exactly the way you say it isn't.

Thief is a complete copy of Dishonored. Check out the list:
1. Old miserable city.
2. Plague.
3. Granny Rags.
4. Golden Cat brothel.
5. Focus.
6. Dash - Blink.
Yes, I know Thief franchise came first and the Dishonored developers were inspired by it. But that was it. Dishonored added new elements like the plague and miserable feeling, and brothel, and masked party. I enjoyed Dishonored and I enjoyed old Thief games. However this new Thief appears to be similar experience like Dishonored - same environments, same characters. I'm waiting for The Outsider now to appear in Thief.
I think I'll pre-order it anyway.

No. There are about a hundred other things to consider when making comparisons. People only say this when they take a brief look at the game, notice a couple of similar aspects that are just on the surface. Seriously, there is a whole lot more to consider than your tiny list of surface simularities.

Here's my simplified - and probably wrong - time line of events: Eidos know they're screwed, dust off their reputable old franchises and start preproduction to make themselves more attractive to potential buyers. Square Enix snap them up and carry the projects forward (first one is Deus Ex). Thief languishes, almost gets cancelled a bunch of times. Dishonored is a critical and financial success, and is the best peer for EM to judge their work against.
The plague, though - that's such a ubiquitous theme in games that it shouldn't count.
