I just hope the devs give us the option of turning it down or off. Although the game itself looks gorgeous, I'm a little skeptical of the bloom and how heavy it appears to be.

I don't know about scaling, but no doubt it can be turned off. I doubt older graphics cards run the game too well with that on and dismissing those people just to force bloom on wouldn't be a very good marketing strategy.
