After turning off the Scorcher I found the Wild Territory population changed for the 2nd time. (3 states: before X16, after 16 && before Scorcher, after Scorcher). There appeared a lot more stalkers, they basically killed all the monsters themselves, I only helped them a bit. There are two new camps of neutral stalkers in the Territory now besides old ones - Duty, bandits and mercenaries (btw, I haven't seen any of the latter at the unfinished building, presumably stalkers killed them too). So the Wild Territory becomes considerably more safe and less frightening place after the Scorcher. Interesting :)

Well, I'm about to go to the Scorcher, so I'll be able to see the Wild Territory afterwards. So far one thing that surprised me (which might explain why the mercs aren't at the top of the building so often) was to see that mutants (dogs and Snorks, at least) climb the stairs to go to the top of the building and attack whomever is there. I was used to stay there and having fun killing them as they ran aimlessly on the ground.

Actually I think mercenaries camp in the unfinished building is no more after Scorcher, instead there appears a large camp of stalkers at the green van nearby (where mercenaries were pre X16).

SPOILERS ALERT !
After completing quest objectives in Prypiat:
Wild Territory:
Duty sets up a new camp near the burner underpass/green trailer, merc snipers migrate from the bar zone and try to get back to the unfinished building but get killed by loners and duty npc's while en route. Have yet to see roaming packs of undead rats during this stage of the game.
Red Forest:
NPC migration from the military warehouse zone and Prypiat is causing large free-form unscripted battles between duty, freedom and monolith troops. Corpses are scattered everywhere but mostly concentrated along the uphill road leading to the Prypriat zone line.
Prypiat:
HUGE unscripted battles between Duty, Freedom and Monolith (at one point I had 19 npc's on my mini map). Freedom sharpshooters have taken up sniper positions (roofs and windows) along the Prypiat esplanade and are slaughtering all opposing factions. Monolith troops are spawning on the steps of a building (three blocks from the Red Forest zone line) and are engaging all other factions. Freedom has taken over the Monolith headquarters, Duty have taken over the underground parking garage.
Currently Duty is getting its ass kicked - very few of them are surviving the Freedom sniper kill zone - same with Monolith troops.

So it seems the reason for absence of mercs in the usual place is that they actually can't get to the building anymore :)
If you mean green trailer near unfinished building there is a loners camp in my game (without SANEX). There is another trailer not far from crushed helicopter - there also appears a new mini-camp of loners.

This starts after the Scorcher, even before Prypiat.
