Because they hit the floor and were already in Terrible condition anyhow. Metal is not fluffy. if you drop something on it, it will have a different effect than dropping it on a pillow, including a distinct possibility of DAMAGE.

I always assumed the shotguns were operable to a degree when they are broken and that Goggles has more concern about his personal safety when it comes to using things that can blow up.
Then again, there's probably enough instances we've all had in game to disprove that.
One thing I never noticed until the other day, is if you equip the Laser Pistol and hit the firing mode back and forth quickly you can do Overcharged shots in quick succession in addition to doing standard shots. You'll hear the 'recharge' noise play off multiple times at once (switching back nullifies the timer).

Yes, that's a known exploit.
A far better (and less exploity) approach is to carry every laser pistol you find, set them all to overcharged, then cycle through them after every shot. This gives you rapid overcharged shots, slows weapon degradation by spreading it across multiple pistols, and allows you to make far fewer trips to the recharging stations.
