That is correct, but it was more a culmination than the cause of his rise.
Powell gained initial notoriety for his role investigating the My Lai massacre in Vietnam. His initial reaction was to attempt to cover up the incident by claiming that there wasn't anything specific enough to investigate. This letter included claims regarding treatment of civilians that were severely at odds with what he described in his own autobiography(had to read that as a freshman in college) . Since then his career has consisted largely of playing "damage control" for incidents that threaten the military's reputation. He was also an architect of the military's "dont ask, don't tell" policy which continues to this day, enabled Iran Contra to occur, and was key in organizing and disseminating propaganda to the effect that Iraq was equipped with Weapons of Mass Destruction.

(Note: I really don't give a shit about Colin Powell, but I recognize him as a more moderate and thinking member of the last administration. Evil? No. He's just the consummate yes-man and moderator. As a politician, he would be great. However, he's also the worst kind of leader: the kind that values his own career more than the lives of the people placed under him. (though some of them too much of a sociopath to see anything wrong with that, and instead come up with endless excuses justifying their behavior).

Its also an accurate summary in another way: it works out great for PR purposes and politicians, but is a less than ideal policy for the people that actually have to deal with it on a ground level.

DADT is a horribly unfair policy that has long since outlived its usefulness, and absolutely needs to go. However, at the time it was an incremental improvement over existing military policy which was just about the only politically acceptable compromise available. You want to rip on someone over DADT?
