Bush and Co. have said that the illegal immigrants (note that this is not what the thread is actually about however) are necessary because they do the work that Americans won't do.
What this means is that illegal immigrants will do the work at prices Americans won't do. If the minimum wage had to be paid then this would a) hurt the American economy and b) cause Americans to take up those jobs.

Americans aren't doing those jobs just because they won't get payed enough - they aren't doing those jobs because they don't want to do them.

Bullshit.
Those are jobs typically held by teenagers who are just getting into the workforce.
Working in the kitchen in a restaraunt or doing landscaping aren't the most prestigious jobs out there but it's what many of us do when we're starting out.
That doesn't work when they won't hire kids because undocumented workers will work for half what they're required to pay American citizens.
