A pop up from thief 2 said that it "cannot spawn host process from windows host process (rundll32)"
What is rundll32?
What does rundll32 do?
Why would thief 2 need access to it?

The "Rundll" is a driver for the system. There are many, and it appears that you are missing the RUNTIME DRIVER that it requires.
You can find the runtimes at the MS site for downloading.
Rundll refers to a "library" module (DLL) that the game requires to function.
I suggest a reload of the game. Try just copying the contents of the THIEF folder on your CD. Open the folder, and copy paste the entire contents into your existing THIEF folder (the correct game, of course).
If you have been playing and this is a new situation, then copy the existing SAVE folder and then paste it into the THIEF folder when you have copy/pasted the files from the CD.
If not, then just do the copy/paste from the GAME CD.

The rundll is not a multi-player app. It is a system file that lets different programs function, and it is shared by many different programs.
Think of it as an automobile with many different passengers. It allows different programs to share the "ride." Dll files are common shared files, and there are many in most operating systems.
