I haven't done anything wrong, but I suspect that I haven't posted much. I'm planning on making a Thief 2x walkthrough with screenshots, but I can't upload the pictures.
I can't create Albums either to put the Image button to use.
Can someone tell me what I should do?

It's got nothing to do with having done anything wrong.. per default no-one is allowed attaching files. Some exceptions do exist but those members chose that privilege as a perk when they donated last year.

Since attachments are out of the question, could someone tell me about albums? I go to my Control Panel, but I can't find anything to do with making Albums.

I don't think any "album" feature works on these forums. People generally link screenshots from a dedicated image hosting site, such as Photobuclet. Or you can donate $15 and ask to be allowed to post attachments.

That link (with the user ID swapped out for my own) gives me a "you do not have permission to view this" page. Perhaps only admins can see it?

Unless they've radically changed the way Photobucket rules, you can upload as many files as you want and link them as often as you've want.
500MB storage space, 10GB/month bandwidth, 1MB maximum filesize. You need to register to use it, however.

Oh, and if you do link from an external image host such as Photobucket, and use thumbnails, then own URL tag to the
direct link of the ful-size photo, don't use the host's "forum linking code", as this will invariably load a page to display the picture. Not only is that annoying because it's loading a page you don't want to see, but the pages usually have white backgrounds and rescale the images down to size, both of which makes it harder to see dark images (such as game screenshots).
