There's no main guy cus you can't compare the different aspects of works that went into it. Story > Art < Design > Programming? It just doesn't work. Everything is needed.
But if you just want to know on an administrative level who's the highest, then it's just Eidos.

Point taken. I was more refering to who conceived the game though.
Example- Richard Garriot conceived Ultima and is regarded as the "creator".
Although of course he didn't do all the Artwork, design, and programing by himself.

From what I know first-hand, a lot of the concepts come from company-wide brainstorming. Spector is sort of the figure head that people identify with ISA (like Dubya/USA), and he takes the heat from higher ups.
ISA should've done a standalone commercial game to space out DX and IW, and in the meantime they could've done some prototyping. Jumping headlong into the unknown and then spend years trying to patch up early mistakes, it's no wonder IW became IW.

Bad example ;), because he was one of only two people who worked on the first Ultima (and possibly the only one to work on Akalabeth), plus the world was based around his old pen-and-paper one, IIRC.

As far as the world being based on his own pnp game, that just further confirms his conception of the game.
