http://www.silgrad.com) www.silgrad.com is discussing that topic at this very moment. But this question is important to all other plugin developers, because if a plugin needs Tribunal it won´t work without it anymore.
So please vote to let us make our decision properly. Thanks.

If your asking whether you should make your mod tribunal required, it depends if your gonna put something in there that requires tribunal features. Companion share, tribunal models, link it to areas in mournhold or something, etc... if you need to do any of those things, then you really dont have a choice whether to make it need the expansion or not.
I personally have tribunal and don't care whether you make it tribunal dependant or not. Tribunal adds many new scripting features, models/textures, and features that can make mods much better. I'm pretty sure if you decide to make it tribunal dependant, anyone who doesn't have the expansion would beg you to make a non tribunal version, or they might get angry... when Sheikizza released her daedric armor collection, she made it tribunal dependant, but lots of ppl asked that she make it for non tribunal users too, which she did, and lots of ppl were thankful for that. So there are lots of players who don't have the expansion.
Do you want to miss out on some new features to make everyone happy, or use the new features to try and make a better mod, it's really up to you and your team...
btw: The elderscrolls mod forums might have been a better place for this poll since it is alot more active.
