There isn't a Potion of Muck in existance. But you do need a piece of Muck. If you swim just off the coast near the shrine, you'll find an island with plenty of Muck... plants. They're big, white and cylindrical. Can't miss 'em.

It's not a potion, it's an ingredient. The muckspunge plant from which you can harvest muck grows all over the place- there is a patch next to a house in Gnisis, for example, where you'll be sent in an Imperial Cult quest at some point (so it may be an idea not to steal from there- though I don't know what happens if you pick plants that grow on someone's patch, or in a town, without permission).
It looks like a large bulging tube thing. Or go to see an alchemist and buy some muck- most of them sell it, it's a low-level (ie cheap) ingredient.
