not
that rare.
i currently own 23 of them (level 24, custom monk/warrioress). and i got every single one of them in thieve's caves. but then i'm the kinda girl who runs 'round opening every single chest, barrel and trunk after she's taken care of the inhabitants.
there's many, many smuggler's caves dotting the main paths that i walk along. so everywhere i go now it's pretty much guaranteed to boost my collection of picks, probes and locksplitter scrolls.
uhh o-kay... there's gold, too. but everything else i leave next to the dead smugglers.
erm.. oh yeah... i left out potions. i kinda take those too. but definitely that's all and everything else stays....
*doublechecks*
... okay. well maybe i'll grab some gm armorer hammers too.
but that's most decidedly it.
*crosses her heart and hopes to die while poking thru her inventory bag*
okay. yeah. that's it. :)

psst: don't mind me, but those smuggler caves are rich with junk like that :) esp the scrolls! and you can even use a really cool cleared out cave as yer home away from home.

why don't you just make a ring of open?
I call it my "Ring of Fingerbang" and it pops any target lock.
I stopped using it, though, because i much prefer getting down and dirty with the real thing.
The sad part is, though, that there isn't much excitement anymore at finding rustic keys. I even popped the locks on the Tel Fyr chests with lockpicks.

I still love getting slave keys so I can go free the slaves. Sure freeing slaves doesn't do much but there is a count of how many you have freed and you get different responces when you have freed enough.
Broken, I you didn't mention keys. I bet you grab all those.
