With the spell active, look at the red bar underneath the icon. That'll show you how likely you are to cast the spell. (If it's all red, the chances of a successful cast is 100%)
If you can't cast a spell you've made yourself, you won't be able to cast an equal spell that you bought.

Well ones you make are more expensive then ones bought(premade).
If you look in your magic menu it has casting cost and percentage chance of casting. Fatigue efffects the cast chance. You should be able to cast a open lock 100 on touch with a decent chance at alteration 30+(though I am not sure where around 30)
If you spell has area or range then it will cost more, lowering the chances.
When you are making the spell look at the spell chance.
btw. I don't recall seeing a spell with over 50 pts open premade.

If you're Alteration or Magicka isn't so high, there is a scroll called Ekash's Lock Splitter than will open any door (Open 100 pts) but it is very rare.

It's random treasure from bandit caves, get your luck up to have a better chance of finding it. I don't remember anyone selling it.

Also, J'Rasha (in Vivec Foreign Quarter canalworks) sells a spell called "Wild Open", which is and opening spell with varying power 1-100, so it can, with some luck, open even a 100 point door.

I made an Open 100 pts on touch spell and called it Open Sesame. I can't remember what its casting cost was, but I could cast it with my non-increased magika character, so it's definitely less than 100 spell points.
There are spellmakers in all Mages' Guilds, and more besides.

I made a 100 point opening spell, and I made it on "Target", so the spell flies out and if it hits the door it will unlock it. I love it.

I liked the "on target" for Open too, till I wasted some Locksplitter scrolls trying to open a few items, including a small chest on a high shelf (the spell would hit the shelf and not the chest), and also had problems with a chest in a cave, the chest was partially sunk into the rocks and the spell wouldn't hit the chest itself.
And don't get me started on doors/chests that are underwater.
One of each would be good though, a touch and a target.
