See the deal is you CAN'T buy houses. You CAN join one of the great houses and enventually get a stronghold built. Or play the main quest, eventually you get given a house. Or if you don't mind being all 'unroleplayie' just find an unoccupied house, and take that. Or get a mod, the bank mod is queit good and let's you buy houses.
