Each skill has a governing attribute, as you know. Gaining levels in that skill will increase your stat modifier in that attribute, and you cannot increase a skill beyond it's governing attribute.

To find out the governing attribute for a given skill, either:

1) Check the manual

or

2) Check your character screen in-game. Move the cursor over a particular skill to bring up a help box describing exactly what the skill does, as well as mentioning it's governing attribute.

There are bound to be lists somewhere on the Net, but I'm afraid I don't have time to check right now. I'll try again later.
