I was pretty mad. I was expecting Umbra to be a guy.
Morrowind currently isn't working, but a very quick search gave me 3e426 as the starting date. Oblivion takes place in 3e433 -- so from the fall of Dagoth Ur to the death of the Emperor, there's a period of seven years.
The Nerevarine sure is lousy about keeping track of artifacts. He managed to lose Umbra in that time. I guess it takes four years or so for Umbra to take you over, eh?

Considering where Umbra is, I was kinda hoping it'd be a guy who looks like Vin Diesel.

I just restarted my game to see if you could get it at anypoint in the game,if you go for it right after you get out of jail all you will find is a ruin full of rats and nothing else so I would guess that you would need to be a level 20 at least to get the subject to appear in the dialog of the game and the quest as well to get the sword.

Ah, thanks Tin. Tuco once said you could get Umbra 'practically at the start of the game.' I guess when you're Tuco, level 1 and level 20 are interchangeable.

No, I've encountered Umbra pretty early in the game before - definitely before level 20 - of course I was no match, but that's another story. ;)

I know for a fact that you can't get the quest itself before you are a level 20,I keep checking back at Pell's Gate with each level gain to see if the dialog for Umbra will come up and it has not yet and I am back up to level 5 as of now.
I also keep checking the ruins of Vindasel where Umbra is with each level gain and have so far found nothing but the rats,I will keep doing this until I reach level 20 at which point I know that you can get the dialog and the quest and check the ruins to see if Umbra is there before going to the Shrine to get the quest.
If Umbra can be gotten before level 20 I will let everyone know and what level it can be done at,I will likewise let everyone know for sure if you need to be at level 20 and have the quest to get it.
Until the next report on this keep having fun with the game and shutting those gates in the faces of the enemy.

Update:
I am at level 6 now still no dialog about Umbra at Pell's Gate but Umbra was at the ruins this time,you could not talk to her and in order to get the sword from her you need to attack her she will attack you only if you hit her first and if you do attack her she is so strong that you have very little or no chance of beating her.
I beat her but only after reloading a saved game about 6 times and then I had to do it using a spell of lightning bolt that done 70 damage on her while avoiding her as she tried to hit me with that deadly sword,it took two hits from my spell to kill her and then I got a message on my screen about the shrine quest being broken.
So if you want to go for Umbra before level 20 you can but be ready for one more heck of a fight to get it and unless you have some very good weapons or spells be ready to be turned into ground chuck because this gal can move at lightning speed and is very hard to hit and avoid.

You misread the message, the quest is not broken. In fact, doing the quest the way you're supposed to can lock up your game when you are about to return the sword.
Beat up Umbra, pick up the sword, go to the shrine and talk with the head worshipper
before you activate the shrine.

Is the mask of clavicius vile still the same as it was in morrowind? i.e. a heavy helmet that increases personality? If it is, I think I'll stick with Umbra (or is there a way to get both?)
