I've heard tell he's near the starting location, but I guess he must be outside as I've cleared the nearest caves and ruins. Any hints?

I take it you are looking for the sword but even if you are told where the location is the sword won't be there until you get the quest to get it and in order to get the quest you need to visit one of the shrines.

Oh right - I thought the guy with the sword wandered round randomly as in Morrowind. I'm having fun exploring to find the shrines, so I'll keep at it, and who knows..one day I might find the right one...

I think there is about 16 Shrines you can visit in the game and some of them if not all requir that you be at a certain level before you can get the quest that they offer.

I think I'll be alright. I'm level 25. Done about 3 or 4 shrines so far.

You're right in that Umbra is reasonably near the starting location, though.

I was under the impression you could get Umbra at any point.
Anyway, remember to search the forums - I've already answered this question once. I'll post directions to Umbra anyway:
South of the Imperial Waterfron is a large island. The Red Ring Road goes right through this island, you see? West of that island the road forks. It's in this fork that an Ayleid ruin can be found with Umbra inside.If you DO have to get the quest first, then you must go to

Its like southwest of the imperial city. The place is call like vin disel or something.
