It's always advised that you play your part as the character and look for the guild yourself. Common sense and knowledge will lead you to the Guild, especially if you ask around. If this isn't to your taste, it's also asked that you first search the forums before asking a question (as this has been asked before).
If you still need the answer:
[SPOILER]Talking to various beggars will yield a response about the Thieve's Guild and the Grey Fox, if their disposition is high enough. They tell you that you can meet a Thieves' Guild representative in the Water Front district. From the big boat of pirates, head under the arch. Take an immediate left. The representative is only their during the night.[/SPOILER]
