I have wanted to ask this for a couple weeks but I just now got permission to post.
I bought the Collectors addition of Oblivion on the DVD version. Is it just me or does the console not work. I figured out that I had to download the Constructuion set from the web but the console '~" does absolutely nothing on my game. It's really not bothering me right now but I bought Morrowind and played it forever...got tired and learned how to use the console and 'set' to have more fun.
Any ideas as to what happened??

Go into the folder where your Oblivion.ini file is located (the path should be: Documents and Settings\<your login name>\<your login name>'s documents\My Games\Oblivion\)
Open up the Oblivion.ini file using Notepad, and look for the line containing:
"bAllowConsole=0"
Change the 0 to a 1 and save.
When you hit the tilde in the game now it should superimpose a text cursor on the screen, and you can type in console commands.

bAllowconsloe is already = to 1.
Still no consle comes up.

I think it makes a cursor appear in the bottom left corner, which is the "console".

I wonder if it's invisible for some reason. Try hitting the tilde, then type "qqq" and hit the enter key. If the console is there, the game should quit immediately.
Another thought: Do you have more than one video card, or a video card that can run more than one monitor? Maybe the game is "confused" and is trying to put the console up on a non-existent monitor.

I hit the "~" button and then "qqq" and my character started movein. "q" is the auto move so it moved, stopped and then moved. No console is coming up.
I only have one video card which is a 512mb NVIDIA GeForce 7900 GTX.

I have Found My ANSWER!!!!!!!!!!!!!
I was looking on the internet and come accross a forum where someone was having the same problem and it was the Windows Media Center Infrared Remote device that was cuasing it.
I quote "There is a conflict with WinXP media center edition's remote control and the ~ key unplug your USB remote and it will start working again."
I did and it is working.....Thanks for trying to help peeperstorm and Striker.
