looking at the date of your post you prob'ly already figured this out, but for anyone else:

The sanguine items quest, at least on my US version of XBox GOTY, doesn't get you a fortify skill spell. It does get you a fortify attack spell, though.

On US Xbox GOTY you can get the fortify skill spell in Mournhold from a lady in the Temple: Hall of Ministry, downstairs. But you have to have a couple of ranks in the Temple faction. I've seen it in other places, but that's the first place that I found it and the only one that I can point to for sure.

Since this is a sort of where to find stuff thread...

Does anyone know if any vendors sell exquisite rings or amulets? If they do, where are they?

I think you can buy Exquisite Shirts and Pants in Tel Branora. As for the rings and amulets, I can't be sure. Usually they're found in random loot once you hit a certain level.

Laurina Maria, Mournhold: Imperial Cult Services sells fortify skill spells and you don't have to be in any faction to buy from her.

I think the "Fine Clothiers" do. Theres one in Balmora, check there.

They sometimes do. Theres another fine clothier under-Skar in Ald-Ruhn, and one in Tel Mora (she always sells Exquisite clothing).

Are you guys sure there's nowhere to get a Fortify Skill spell in the patched PC version of Morrowind?

I remember having Morrowind, Tribunal, and Bloodmoon, patched, and being able to get it and enchant my items with it..

Bloodmoon has a guy in the nord village who sells it and tribunal has a person in the temple who sells it. But excluding the expansions there it is no where, your better off finding a remove curse spell (which does exist but not in game)
