Thanks for the link; unfortunately perhaps I wasn't clear in my original post.
The tool I had in mind was sort of the DXIW equivalent of the TDS Tweaker or the Minimalist Project - as in you can modify the HUD, alter highlights/gamma settings in cameras etc. Basically alter the way the game appears without having to modify ini and hex files.
Does something like that ring any bells, or am I getting my TDS/DXIW wires crossed?

I think it
is DXTool you remember, as the latest (last) version of it can tweak DX:IW and import/export textures (not hi-res) from/to it, but it can't tweak Thief: DS, only import/export textures. So maybe you mixed it up and thought it could do both on both games.
