Enter Ebonheart and go across that big bridge. Enter the building at the end, and go left. At the end of the big hall, there should be stairs to the right of where you are facing - he's up them with a few other people.

To avoid confusion, from the docks cross the bridge; do not enter the building at the end of that as it is the inn, go around the inn into a court yard place with some stairs up the the correct bridge.
