He's on a little island just south of the Dwemer ruin of Mzahnch. This ruin is directly east of the Vivec Foreign Quarter, on a small island. It's quite a distance, though. It also appears on the map which comes in the game box.
Oh yeah, and he looks just like a normal mudcrab, so be careful that you don't inadvertently kill him. He doesn't attack you, just go up and talk to him like normal.
He has 10,000 gold, but he doesn't buy everything like Creeper.

One thing: if you are new or do not use mods, it would be neet if you "marked" the place near him so that you can always come back to trade without walking much again.
