Okay, the weapon with the highest enchantment capabilities is ebony staff. they are inexpensive and common. the best armor for enchantment is daedric.
now i have questions for you:
1) Where the hell can i find a daedric tower shield? and dont give me that "on golden saints" crap, because i've fought 10 million golden saints and never seen a daedric tower shield.
2) what should i enchant my daedric pauldrons with? i went through a lot of trouble to get them (without killing that "thread of prophecy" guy with full daedric) and they can only hold like 5 enchantment, so nothing really seems worthwhile.

I'm a bit... weirded out on the fact you've been reviving old threads. Still, it's not a pointless bump, so I'll answer you the best I can.
I went through a similar predicament. I think I settled on Constant Effect Water Breathing for one. For the other, it must have been another simple spell like that. Don't go for Water Walking though. You could always try CE Bound (Weapon/Armor.) I think that's pretty cheap.

1) The "on golden saints crap" is all you are going to get because that is the only place. There is a 1/20 chance of it appearing. Didn't I just write that in another thread? I think my post didn't go through...

For those who want to know, an ebony staff doesn't have the highest points at all. The Daedric Staff, Dai-Katana and Claymore has 210 enchantment points when I checked in the editor.
And for those interested in my personal life, I couldn't sleep. I got up at 8am, came down and checked these stats, typed this, then went to bed without sending it. Silly me.

No, you have to divide the number in the editor by 10 to get the in game one.
Ebony staff: 90
Bonemold bow: 40
Daedric staff, dai katana, Claymore: 21
Daedric katana/longsword: 18
Those are the ingame values of the top four.

Oh. ... But that doesn't make any sense. Then again, I don't. I thought 210 was a bit high, but I wasn't complaining.

thanks for the help guys. i cant believe you actually check the weapon values in construction set, though... but whatever. and sorry for not starting a new thread. and for being such a noob. but hey, give me a little credit. i have a lvl 100 char with full daedric, ok? and i don't cheat -- i play on xbox.
oh and heres something interesting, did you guys know that you can put plugins on xbox? ive never tried it because its pretty hard but it CAN be done.
