Where is Stealthy Armor?

I've delivered the message about the attack on the outpost, and figured I'd go get some nice thiefy armor. I read that one can buy Leather Armor of Great Stealth from Miguel the Blacksmith. I found the helmet, but where is the rest? was it remove with the latest patches? does it not show up till later? any help is appreciated.

Cheating;
The leggins of great stealth is in a tomb of the 1st level of the crypt;
The chest armor is in the chest of alias hut. you need at least 60 of technical skill to open it with tools. there's no key
