Where is Fast Eddie in Balmora?
How can I make a constant effect with the winged grand gem?

Fast Eddie's in his home. If you cut Balmora in half along the river, his place is at the northeast corner of the west half. It's upstairs.

And you can't make a constant-effect enchantment with a Winged Twilight. Use a Golden Saint or an unnamed Ascended Sleeper; when you do, the lower-left bit of the enchantment screen can be toggled to say the words "Constant Effect".
