Oh this is a right swine of a place to find I remember doing this myself -
The daedric shrine is on the island directly west of the dunmer stronghold of hlormaren if i remember correctly which is due north of hla oad if you look on your map.

Yup, Red's right on the money; the only addendum I feel needs to be offered is that, if you look on the boxed map, it's marked as a few small rectangular stones on a N-S island that (as Red said) is W of Hlormaren.
(I kept thinking that it had to be the one directly NW of Hla Oad, because otherwise there's only this little pile of rubble on the map that it could be)
