check in the imperial forts (another thing: if you steal something, drop it immidiatly, then pay the fine. By some odd twist of fate,or the fact that imperial guard have the IQ of a hamster, you can pick up the stolen iteams off the ground and walk away scott-free) there is also a chest in seyanda neen (sp).
