They turn up just about everywhere, as I recall. BTW why specifically do you want Shalk? If its for the resin, you might be able to buy some from alchemists.

I want the resin to SELL not to buy lol. It has a very nice "weight to value" ratio (0.1 weight, 40 value) and I can't find any Shalk anywhere.

You'll certainly find a few over that neck of the woods (Grazelands BTW), other area that springs to mind is the northern regions of the West Gash, but they do seem to be one that you might find all over the place. Quite a few in the mountains outside the fence, although if you are capable of going in that region then 40gp a shalk ain't really worth much.
