I will offer a word of advice on the matter. Repairing magic items is expensive. Once they start getting beaten down pretty good, you'll be paying upwards of 1,000 gold to repair them. It's much better to get your Armorer skill up to 50 (by training as well as repairing stuff yourself). Then you can cheaply repair anything you carry.

Who can train Armourer?
Also, my Gauntlets of the Battlemage cost 13 gold to repair from broken to 100 status. Then again, they also seem to break after two or three quests, and I hardly ever get into melee range. ;)

The woman at the weapon shop in the Market District trains Armorer. There's also another female blacksmith who trains it in another town. The one with the big old oak tree in front of the Mages and Fighters guilds.
By the way, who the hell trains Restoration?
