training of speechcraft in balmora without them raising their prices every time I get trained? Is there any other way to get speechcraft?

Sure; find someone you really just don't care about (eg: some peasant or slave), strike up a conversation with 'em, move your 'talk' window around so that 'Persuade' is right where 'Admire' will be when you click 'Persuade'... and just click away to your heart's desire. It'll take a few times to line up, but once you do your speechcraft will go up pretty quickly. (The above is shamelessly stolen from someone, I just don't recall whom)
Edit: Oh, and if/when you hit 0 you can either bribe them up a bit or find another victim.

Ahhh.... you don't have a pointer of some sort once you enter a dialogue? How do you select topics then?

Point your Crosshairs at people/objects/targets.
Crosshairs highlights whatever, and if they are not on your target, you will miss.
