No really I wasnt kidding.... you dont want it.
If you equip it, it will PERMANENTLY lower your Heavy A, Med A, Light A, and Unarmored by 20 points!!! In case you don't already know that is a very bad thing. And what is the supposed benifit? Wow Fortify attack 20 points (by the way Fortify Attack doesn't add damage it just increases your chance to hit). Great and all i have to do is sacrifice 80 points of other stats. Look Bloodwulf go an find it. Fine but my advice to you is to just carefully place it in your trophy room (away from all your other good stuff lest it spread its infection).

can you use this sword to lower your skills intentionally and then spend the cash to raise them back up, therefore gaining higher levels? this could be better than having to go to jail to lose skill points just to gain another level. and will the fortify attack be permenant? and accumulate every time you equip it?

No: The bug is with the decreasing of skills. Fortify attack is an attribute like Fortify Strength, and therefore is removed as it should when the item is removed. Decreases in individual skills are bugged on Fury...
However, that levelling trick does work. Too tedious and pointless though... At level 28 nothing can kill me.

im curious to find out how high you can actually raise your level, because once all your stats are raised to 100, will the game still let you level up?

The bug is fixed in the most recent patch. Don't forget fury ALSO blinds you a bit. So fortify attack just increases attack chance eh? I supected as much with Keening doing very little damage.
