Easiest place is jobasha(sp?)'s rare book store in Vivec.
I don't remember exactly what canton it is in. St. Delyns or St. Olms probably.

Joshua's (sp?) Rare Books is on the west end of the Foreign Quarter Lower Waistworks.
"Progress of Truth" is one of the most common books on the island. Joshua has it. So does Simon in the Foreign Quarter Canalworks. So does the Hall of Wisdom Library at the Vivcc Temple Canton. The booksellers in Balmora and Ald'Ruhn also carry it, I believe.
