In the Imperial City, buy it from the Imperial Commerce office in the Market District. In Anvil, buy from a guy in the local inn. In every other city you can buy a house from the local Count/Countess if you get their disposition high enough and have high enough fame.

Each town has a house, though Anvil it's much cheaper because there is a fun quest involved as well. The others are just cash rewards, and you have to have at least a 70 disposition with the person to buy the houses.
The houses are not furnished though either, so you'll need cash to buy furnishings. Don't get to 20k gold and buy a 20k gold house...it will be empty and you'll still have no place to store anything.
I know off the top of my head, the furnishings for the house in Bruma were around 1700 gold for each room/section of the house, and I think Bruma had about 6 rooms you could furnish.
Once you have the deed/key to your new house, you talk to a guy in each town whoever he is(they should tell you, but it's usually one of the general goods vendors), and he has like 5 or 6 mini-deeds, each deed will place a bunch of furniture and box's in that room of your house.

Rule of thumb - fully furnishing costs about 1/2 to 2/3 the price of the house (someone correct me if that's way off)

More like two to three times the cost of the house. e.g., the Imperial City house costs 2000 and each of the six (?) furnishing items costs around 700.
