My son recently returned to Morrowind, and started a new character. He's still level 1, I think. I have Tribunal installed, so he's playing the expanded version. Despite resting, he has not encountered the, *thinks how to put it avoiding spoilers*, erm, stuff that happens to signal the start of the Tribunal.
My question is, what is the event which activates Tribunal? Is it level-related, or something to do with the main quest, or another quest? Anyone know?

It must be level-oriented. As soon as Tribunal is installed just resting will bring the... er... stuff. I was around level 30 when I started Tribunal and everything went fine. You can make quite a fortune if you keep resting. Judging by the strength of the stuff (I've probably ruined it by now. Dang it.) I'd say the stuff will appear around level 8-10.

Exactly, I was fairly high level when I got Tribunal, but I have also progressed in the main quest by then- I had found out My Destiny As Ordered By The Stars, and was working on the confirmation of my new status then.
But that means it could be main quest related.

No, I hadn't even started the mainquest when they came. This is definately a spoiler. If you've beaten Tribunal you'll know the answer to Ania's question...
[SPOILER]King Helseth sent the assassins. Apparantly one of his spies reported to him, saying that you could be a potential threat to the throne. He naturally got the best assassins he could to kill you. He just got the wrong information in the end and apoligizes... Somehow he thinks words will make up for trying to murder you. Oh well.[/SPOILER]

I'm certain that Tribunal should activate as soon as you install it, regardless of what level you are. How many times has "the offspring" tried resting? He hasn't accidentally deselected Tribunal in the data files list, has he? (it's active by default...)

I installed morrowind and tribunal at the same time and started from the beginning, and it took a few rests out in the wilderness to activate, but it did, and I was still only level 1, so its not level based.

Chance is higher with your higher level, but doesn't require any level or quest, one char got it level 1, still doing Seyda Need quests.

It's funny how, when I installed Tribunal, didn't even know I was already playing it. I had thought that I would have to take a boat to travel there. The thing is, there is a section in the manual marked with "Warning! Spoilers ahead!", which I, naturally, skipped. But that part actually tells you when the expansion kicks in.
I am kind of glad, though, I haven't yet finished the main quests when I've got the Tribunal.

Although I am not entirely certain, I have heard that, uh... "They" are a leveled creature type thing, and are supposed to be the same level as you, making them a fairly tough fight, regardless of level. Unless you're level 99 or something...
